Oregon Business Licenses

Know exactly what
your city requires:
and let us handle it.

Forming an Oregon LLC is step one. But many Oregon cities and counties require a separate local jurisdiction business license on top of that, distinct from state-level professional or trade licenses. Requirements vary widely by location and business type. Wayfinder researches what applies to your specific city and county, then handles the application if you need us to.

Wayfinder's fees are separate from government filing fees. City, county, and state license fees are paid directly to the relevant agency, not to Wayfinder. We'll give you a clear breakdown of agency fees before we file anything, so there are no surprises.

Oregon has no single rule for business licenses

When you form an Oregon LLC, you file with the Secretary of State (SOS) at the state level. But local business license requirements are set separately by each city and county, and they are not coordinated with the state filing. These are distinct from state-issued professional or trade licenses (contractor licenses, real estate licenses, healthcare permits, etc.), Wayfinder handles the local jurisdiction side.

Some cities require every business operating within city limits to hold a local license, regardless of business type. Others only require licenses for specific industries. Some counties have their own requirements on top of city rules. And a few jurisdictions require no license at all.

The complexity compounds fast: a business operating in Portland faces different rules than one in Beaverton, Gresham, or an unincorporated part of Washington County, even if they're a few miles apart.

Operating without a required license can result in fines, back fees, or orders to cease operations. It's not a risk worth taking when the research is straightforward for someone who knows where to look.

Note: Wayfinder handles local jurisdiction research and application filing: city and county business licenses only. State-level professional or trade licenses (contractors, healthcare providers, real estate brokers, etc.) are outside Wayfinder's scope. If your business type may require one, a licensed attorney or the relevant state agency is the right starting point.

Why requirements vary so much

City vs. county vs. state, three different systems
Oregon cities, counties, and the state each have their own licensing frameworks. Forming an LLC with the state SOS doesn't satisfy city or county requirements, those are separate filings with separate agencies.
Requirements depend on business type and location
A freelance consultant operating from a home office in Lake Oswego faces different requirements than a retail shop in Portland or a contractor working in Multnomah County. Business type and physical location both affect what's required.
Unincorporated areas add another layer
If your business operates in an unincorporated area, outside city limits but within a county, city rules may not apply, but county rules often do. The boundaries aren't always obvious.
Rules change, and licenses need renewal
Many local business licenses must be renewed annually. Requirements also change as cities update their ordinances. Wayfinder tracks what you need and helps you stay current.

Two phases, one priced differently

The research to find out what you need is included with LLC formation. The work to actually file it is where staff time comes in.

$100/hr, billed in 15-minute increments
If you'd rather not deal with the application yourself, we handle it. We complete the forms, gather the supporting documentation, submit the application to the relevant agency, and follow up until you receive confirmation. Before we start, we give you a time estimate so you know approximately what to expect.
  • Time estimate provided upfront, no surprise bills
  • We complete the application forms on your behalf
  • We coordinate any required supporting documents
  • We submit to the relevant city or county agency
  • We follow up and track status until confirmed
  • License fees paid to the agency are separate and billed directly
How billing works: Research is included with any LLC formation, or $75 flat for standalone research. Note: Any fees paid directly to the city, county, or state agency are separate from Wayfinder's service fee. For application and filing, we bill at $100/hr in 15-minute increments. Before we begin any filing work, we'll give you an estimated time range based on the jurisdiction and complexity. Simple city tax registrations typically take less than an hour. Multi-jurisdiction applications may take more. You'll know the estimate before we start, and we'll update you if anything changes.

Business license questions, answered plainly

Oregon's local licensing rules are genuinely complicated. Here's what we hear most.

No, not every business in every jurisdiction requires a local license. Some cities and counties have no general business license requirement. Others require a license for every business operating within their boundaries, regardless of type. The only way to know for certain is to research the specific rules for your city and county, which is exactly what Wayfinder does as part of LLC formation.
No, they're completely separate. Your Oregon LLC is a legal entity formed with the Secretary of State at the state level. A local business license is a permit issued by a city or county that allows you to operate within their jurisdiction. Many businesses need both. Forming an LLC does not automatically satisfy any local licensing requirements, and getting a local business license does not create a legal business entity.
Often yes, depending on your city. Many Oregon cities require home-based businesses to obtain a business license, and some have specific Home Occupation Permits for businesses operating out of a residence. Cities like Portland, Beaverton, and Lake Oswego all have their own rules. We research this for your specific address and business type so you know exactly where you stand.
It varies significantly by jurisdiction. Some cities process registrations online within a few business days. Others involve paper applications, manual review, or inspections that can take several weeks. We'll give you an honest timeline estimate based on the specific agencies involved in your situation before we begin.
If you have a physical presence or operate in multiple jurisdictions, you may need a license in each one. We research all relevant jurisdictions based on where you actually operate, not just your registered address. For businesses with multiple locations, we provide a consolidated summary of what's required in each.
No. Wayfinder's time-based billing covers the staff time to research, complete, and file your application. License fees charged by the city or county are separate and paid directly to the relevant agency, they're not Wayfinder's fees. We'll let you know what the agency fees are before we file so there are no surprises.
We can research and file general local business licenses for most business types. However, some industries require additional state-level professional licenses or permits (contractors, healthcare providers, food service establishments, childcare, etc.) that are outside Wayfinder's scope. For businesses in regulated industries, we recommend confirming state-level requirements with a licensed attorney or the relevant state agency directly before we begin local license work.
